«ITS – Russia» is a unity of experts and institutions in automobile industry, insurance, transport, telecommunications, information technologies, traffic management, navigation, telematics services providers and users, scientific and research institutes, public organisations. «ITS – Russia» consolidates a unique platform for the effective cooperation of the scientific and professional community, public authorities and organisations and engages the best practices and research activities to build the ITS Architecture in Russian Federation for all modes of transport.

 

«ITS – Russia» is actively engaged in the collaboration with the ITS associations of Europe, Asia, America and South Africa for the development and promotion of the best advanced Russian and foreign solutions for the «smart» vehicles, «smart» ways and «smart» cities on the global market of the intelligent transport systems.
 Main Achievements

Current projects:

1) ERA-GLONASS / eCall

The Federal Target Program ERA GLONASS (Emergency Reaction system for road Accidents based on the navigation system GLONASS) foresees the full scale deployment of the emergency call service system in 2011. The goal of the project is to decrease the level of deaths and accidents on the roads. It is important to coordinate the deployment of ERA GLONASS in Russia and eCall in Europe to make them interoperable and compatible to ensure the continuity of cross-border emergency call service.

2) Smart Silk Way

Development of the international transport corridor from Europe to Asia. Crossing the territory of Finland, Russia, Kazakhstan, and China it covers 8000 km. The northen part Helsinki - St.-Petersburg is being deployed in terms of the interministerial agreement between Russia and Finland, the southern part in Kazakhstan is being constructed in terms of the governamental agreement between the Ministy of transport of Kazakhstan and Korea, Samsung. The project supposes the development of a number of ITS services along the corridor including automated highway, real-time traffic and road weather information, emergency call – ERA GLONASS, location-based information services for travelers and business, freight monitoring, traffic and distribution management across the border, intelligent logistics, use of innovative road construction technologies and materials, road safety elements, tolling roads, maritime navigation and traffic management.

3) ITS-Moscow: Road Infrastructure and «Smart» Vehicles

The project assumes future deep modernisation and enlargement of the existing ITS services, their integration in the unique centralised dispatching, information and control centre. The main challenge for the project is the creation of the cooperative information exchange system which would collect and disseminate data for the traffic and safety management in the city. The project is in the final stage of approval and the implementation is previewed for 2011-2014. Important part of the pilot project includes cooperation with car manufactures and insurers for promoting safe, secure and green vehicles in Moscow and Moscow region.

4) Sochi-2014 «Smart» City

Sochi will welcome the Winter Olympic Games in 2014 and the construction works are on the move. The creation of the infrastructure for the event requires the modernisation of the urban and inter-urban road network and ITS services to provide the transportation before, during and after the Olympic Games. Today the monitoring and control system on the base of GLONASS navigation system is being implemented. At the same time services such as integrated payment collection system and navigation infrastructure are being developed.

5) National ITS strategy and standards developement

Leading sciefntific and research insituts of Russi a in the field of transport, information, communication, construction and other connected technologies set to conception of the national ITS strategy and standards. The main principle in this work is the implication of the modern intelligent technologies to build the multimodal transport system that would ensure the efficient interaction and coordinated development of all the transportation modes.   

6)World Students Games in Kazan' 2013 and FIFA World Cha,pionship 2018

The project is aimed at deployment of the ITS for the transportation management during the World Students Games in Kazan' in 2013 and  FIFA World Championship, which Russia hotes in 2018. The ITS technologies will connect 13 cities of the Championship and ensure the comfortable and safe mobility for the participants and visitors during the event and create transport infrastructure that could be used after the event.
 Current and Future Actions

Participate in  creation of  the legal framework for ITS development and deployment  in Russia in the harmony with  international ITS activities and standards

▫         Sustain systematic interaction with the international professional ITS community

▫         Attract private investments into private-public partnerships in ITS

▫         Engage the leading international and Russian experts in ITS and road infrastructure into the projects for the road safety, security, mobility and comfort

▫         Foster the organisation of ITS on national, regional, and municipal levels

▫         Consult on the implication of the innovative ITS technologies

▫         Monitor and accumulate knowledge and experience in ITS and road infrastructure, increase awareness and promote ITS in Russia

▫         Give project support  in terms of scientific, technical and research expertise and personnel

▫         Interact with federal and regional authorities in ITS and road infrastructure projects development, implementation and independent expertise
